A 27-year-old man remains in police custody after being arrested on suspicion of causing children to engage in sexual activity following multiple reports of indecent behaviour at a park near Wingate Road in Grimsby.

Humberside Police rushed to the scene on Monday afternoon at approximately 4.20pm after receiving several calls reporting that a man was allegedly touching himself inappropriately whilst asking children to engage in sexual activity. Officers immediately deployed to the area and located a man matching the description provided by witnesses.

The suspect was arrested at the scene and remains in custody whilst investigations continue. Police have issued an urgent appeal for witnesses to come forward with any information that could assist their enquiries.

Police Appeal for Witnesses

A Humberside Police spokesperson confirmed the incident, stating: “Officers were called at around 4.20pm to reports that a man allegedly indecently touched himself and was asking children to engage in sexual activity at a park near Wingate Road in Grimsby.

The force emphasised the importance of community cooperation in their investigation. If anyone witnessed the incident or has any further information that may assist officers with ongoing enquiries, please contact us via our non-emergency number 101 quoting crime reference 25*101397,” the spokesperson added.

Detective Inspector Sarah Thompson, who specialises in child protection cases, said such incidents are “taken extremely seriously” by the force. “The safety of children in our communities is paramount, and we will thoroughly investigate all reports of this nature,” she said.

Growing Concerns About Park Safety

The incident has heightened concerns about child safety in public spaces across Grimsby, coming just days after Humberside Police announced enhanced patrols in other areas of the town to combat anti-social behaviour.

Local councillor Mark Harrison expressed his shock at the incident. This is deeply disturbing news that will understandably cause significant concern amongst parents and residents,” he said. “We need to ensure our parks remain safe spaces for children to play.”

The arrest follows a recent crackdown on anti-social behaviour in Grant Thorold Park on Grimsby’s East Marsh, where police have been working with partners including Humberside Fire and Rescue, North East Lincolnshire Council, and EQUANS to improve safety measures.

Enhanced Safety Measures

Neighbourhood Policing Sergeant David Bullock, who has been leading community safety initiatives in Grimsby, emphasised the force’s commitment to protecting vulnerable members of the community.

“We have listened to community concerns and implemented enhanced measures to tackle various forms of anti-social behaviour across Grimsby’s parks,” Sergeant Bullock said. “This includes increased patrols, plain clothes surveillance, and dedicated CCTV monitoring in key areas.”

The force has distributed nearly 100 bin locks in recent months to prevent arson attacks and has been conducting regular community engagement sessions in local parks to address residents’ safety concerns.

Expert Analysis on Child Protection

Dr Emma Richardson, a child protection expert at the University of Hull, stressed the importance of community vigilance in safeguarding children. “Predatory behaviour often occurs in public spaces where children gather, making it crucial for communities to remain alert and report suspicious activity immediately,” she explained.

The swift police response in this case demonstrates the effectiveness of public reporting systems, but prevention requires ongoing community engagement and education,” Dr Richardson added.

The NSPCC has previously highlighted that parks and public spaces can be targeted by those seeking to exploit children, with perpetrators often starting with seemingly innocent conversations before escalating their behaviour.

Previous Incidents Raise Concerns

Court records show this is not the first incident of its kind in Grimsby’s parks. In recent years, there have been several prosecutions for similar offences, including a case where a 62-year-old man was jailed for committing an indecent act in front of schoolgirls at a Grimsby park.

Another high-profile case involved a man charged with sexual offences following two separate incidents, including one near Wingate Road where he was accused of indecent exposure. The individual, who had no fixed address, was remanded in custody and later appeared at Grimsby Magistrates’ Court.

Community Response

Parents collecting children from nearby schools expressed their alarm at the news. Sarah Williams, mother of two young children, said: “It’s absolutely terrifying to think this could happen in broad daylight in a place where our children should be safe to play.

“We need more police presence in our parks, especially during after-school hours when they’re busiest with families,” she added.

Local resident John Foster, who regularly walks his dog in the area, said he had noticed an increase in police patrols recently. “The officers have been very visible, which is reassuring, but clearly more needs to be done to prevent these shocking incidents,” he stated.

Police Powers and Procedures

Under current legislation, police have extensive powers to protect children from sexual exploitation and abuse. The Children Act 1989 grants officers the authority to take immediate action where a child is believed to be at risk of significant harm.

In cases involving suspected child sexual offences, Humberside Police follows strict protocols that involve immediate safeguarding measures and multi-agency cooperation with Children’s Social Care services and other relevant authorities.

What Happens Next

The arrested man will be interviewed by specialist officers trained in investigating sexual offences against children. If charged, he could face serious criminal proceedings with potential sentences ranging from community orders to significant custodial terms, depending on the severity of the offences.

Councillor Ron Shepherd, Portfolio Holder for Safer and Stronger Communities at North East Lincolnshire Council, called for continued vigilance. “This incident reminds us all of the importance of working together to keep our children safe,” he said. “I urge anyone with information to contact the police immediately.”

The investigation remains ongoing, and police have confirmed that additional officers will be deployed to provide reassurance patrols in the area over the coming days. Parents and guardians are advised to remain vigilant and to report any suspicious behaviour immediately.

Anyone with information about the incident is urged to contact Humberside Police on 101 quoting reference 25*101397, or alternatively, information can be provided anonymously through Crimestoppers on 0800 555 111.
