British Transport Police have launched an urgent appeal to identify a topless man following an alleged sexual assault on a Jubilee line train between Southwark and London Bridge stations. The incident occurred on Monday 30 June 2025, just before 5pm during the evening rush hour.

Officers have released CCTV footage showing a middle-aged white man of medium build with short dark hair walking through a London Underground station. The suspect appears to be wearing only black and white patterned shorts, with what police describe as a tattoo visible on his right arm.

The disturbing image shows the man walking around the station with his hands appearing to be down his shorts, according to multiple witness reports. The alleged assault took place as thousands of commuters were travelling home from work on one of London’s busiest Tube lines.

Police Appeal for Witnesses

British Transport Police are urgently seeking information from anyone who may have witnessed the incident or recognises the man in the CCTV image. “Officers would like to speak to the man pictured as they believe he may have information which could help their investigation,” a BTP spokesperson stated.

The force has provided specific contact details for anyone with information about the case. Witnesses are asked to contact BTP by texting 61016 or calling 0800 40 50 40, quoting reference 500 of 30 June.

“Alternatively, you can contact Crimestoppers anonymously on 0800 555 111,” the spokesperson added, emphasising that information can be provided without revealing personal details.

Rising Sexual Assault Statistics

The incident comes amid concerning statistics about sexual offences on the London Underground network. Data released by Transport for London revealed that over 800 reports of sexual assault were made on the Underground in 2024, representing an increase of 56 assaults compared to the previous year.

Between April 2022 and April 2023, there were 745 reported sexual assaults on the network. The rise to more than 800 incidents in 2024 highlights an ongoing safety concern for passengers using the capital’s transport system.

Crime rates on the Underground have shown a troubling upward trend, with a 13% increase reported last year according to recent Transport for London figures. The total number of crimes committed on the Underground between January and August 2024 reached 16,288.

Jubilee Line Concerns

The Jubilee line, where this latest incident occurred, runs through central London connecting Stratford in the east to Stanmore in the north-west. The stretch between Southwark and London Bridge is particularly busy during rush hour, serving commuters travelling through the financial district.

The Central and Northern lines have been identified as having the highest number of reported incidents across the network. However, sexual offences can occur on any line, with peak travel times presenting particular risks.

British Transport Police have increased patrols on the Underground network in response to rising crime figures. The force works closely with Transport for London to monitor CCTV footage and respond to incidents.

Tackling Sexual Harassment

Transport for London and British Transport Police launched the “Report It To Stop It” campaign in 2015, encouraging victims and witnesses to report sexual harassment and assault. The initiative aims to increase confidence in reporting these crimes and ensure perpetrators are caught.

“Unwanted sexual behaviour of any kind is completely unacceptable and any incident, no matter how minor, should be reported to police,” a TfL spokesperson previously stated. The campaign has been credited with increasing reporting rates, though authorities acknowledge that sexual offences remain significantly under-reported.

It is estimated that 83% of sexual assaults in England and Wales go unreported, according to crime survey data. On public transport, the true scale of the problem may be even greater due to the transient nature of interactions and victims’ reluctance to report incidents.

Safety Measures and Support

British Transport Police operate a dedicated text service (61016) specifically for reporting incidents on public transport. This allows passengers to discreetly report crimes or suspicious behaviour without making a phone call.

The force has specially trained officers who deal with sexual offences, providing support to victims throughout the investigation process. All reports are taken seriously, regardless of when the incident occurred.

Transport for London has also increased CCTV coverage across the network, with cameras now installed in all Tube stations and on many trains. This technology plays a crucial role in identifying suspects and gathering evidence.

Ongoing Investigation

The investigation into the 30 June incident remains active, with detectives reviewing additional CCTV footage and witness statements. The distinctive appearance of the suspect – particularly his state of undress – has led police to believe someone will recognise him.

Sexual assault is defined by the Crown Prosecution Service as when “one person intentionally touches another person sexually without their consent. The touching can be done with any part of the body or with an object.”

British Transport Police have not released further details about the victim or the specific nature of the assault to protect her privacy. The force has confirmed that specialist officers are providing support to the woman involved.

Public Response Crucial

Authorities stress that public assistance is vital in solving cases like this. Even small pieces of information can prove crucial in identifying suspects and securing convictions.

“We would urge anyone who was travelling on the Jubilee line between Southwark and London Bridge on the evening of 30 June and saw anything suspicious to come forward,” the police appeal states.

The case highlights ongoing concerns about women’s safety on public transport, an issue that has gained increased attention in recent years. Campaign groups continue to call for more action to protect passengers and ensure the transport network is safe for everyone.

As the investigation continues, British Transport Police remain determined to identify the suspect and bring him to justice. Anyone with information is urged to contact them immediately using the reference numbers provided.
